Founder Ian Flores noticed a growing divide — AI was transforming industries in cities around the world, while Filipino barangays were not just falling behind, but had no pathway to catch up. With 42,000+ barangays, the scale of the opportunity — and the risk — was enormous.
Rather than building another app, Ian spent time researching what barangay communities actually needed: not just technology, but education, facilitators, government partnership, and tools designed for Filipino realities — low bandwidth, mixed literacy, Filipino language, limited budgets.
The six-pillar model emerged from community research and stakeholder conversations with barangay officials, NGOs, government agencies, and community members. Each pillar addresses a documented, real need — not a hypothetical one.
With the program model designed, development of the BarangayAI Operating System began — an integrated platform that delivers all six pillars through a single, community-accessible interface that works on any device, even with limited connectivity.

Ian Flores is a technology entrepreneur and AI practitioner with deep roots in both the Philippines and Canada. His professional background spans technology, artificial intelligence, and entrepreneurship — with a particular focus on how AI can create real, measurable impact for communities that have historically been left out of the technology revolution.
Ian's connection to the barangay is personal. Growing up with family across the Philippine provinces, he watched how technology transformed life in cities while rural and semi-rural communities struggled with the same challenges decade after decade. When AI began its rapid ascent, he recognized both the threat — that the gap would widen — and the opportunity: for the first time in history, a technology existed that could be deployed affordably and accessibly enough to reach every barangay.
Drawing on his experience in technology and AI, Ian designed BarangayAI around the insight that the barriers to AI adoption in barangays are not primarily technological — they are educational, cultural, and structural. The solution is not just a better app. It is a comprehensive ecosystem of education, tools, partnership, and sustained support.
