About BarangayAI

A social enterprise born from a simple but urgent belief: that every Filipino community — from the most remote barangay to the busiest city district — deserves access to the tools and knowledge reshaping the world.

What Drives Everything We Do

Our Mission

To democratize access to artificial intelligence for every Filipino community by providing practical AI education, tools, and partnerships that create real economic and social impact at the barangay level.

Our Vision

Every barangay in the Philippines has access to AI knowledge, AI tools, and AI-powered opportunities that improve livelihoods, businesses, education, healthcare, and local governance for every Filipino.

"The Philippines has one of the world's youngest, most digitally connected populations. It also has one of the world's largest gaps between urban tech access and rural digital exclusion. BarangayAI exists in that gap — and is determined to close it."

What We Stand For

Six values that guide every program we build, every partnership we form, and every decision we make as an organization.

🏘️

Community First

Every decision begins with the question: does this directly benefit the barangay? Community impact is the only metric that ultimately matters.

🤝

Radical Inclusion

AI benefits must reach the last mile — the most rural, most underserved, most overlooked communities. Inclusion is not aspirational for us. It is the work.

🔬

Practical Over Perfect

We build tools and programs that work in the real conditions of Filipino communities — not ideal conditions. Pragmatic, tested, and grounded in reality.

🔒

Trust & Privacy

Barangay residents trust us with their data and their futures. We protect that trust absolutely — with full compliance with Philippine privacy law and radical transparency.

🌱

Long-Term Thinking

We're building capacity that outlasts our involvement. Every program is designed to leave communities stronger, more capable, and more independent than we found them.

Philippine flag

Filipino Pride

We believe deeply in Filipino ingenuity, resilience, and potential. BarangayAI is not bringing AI to passive recipients — it is unlocking what Filipinos already have within them.

How BarangayAI Came to Be

The Observation

A Gap Too Big to Ignore

Founder Ian Flores noticed a growing divide — AI was transforming industries in cities around the world, while Filipino barangays were not just falling behind, but had no pathway to catch up. With 42,000+ barangays, the scale of the opportunity — and the risk — was enormous.

The Question

What Would It Actually Take?

Rather than building another app, Ian spent time researching what barangay communities actually needed: not just technology, but education, facilitators, government partnership, and tools designed for Filipino realities — low bandwidth, mixed literacy, Filipino language, limited budgets.

The Design

Building the Six Pillars

The six-pillar model emerged from community research and stakeholder conversations with barangay officials, NGOs, government agencies, and community members. Each pillar addresses a documented, real need — not a hypothetical one.

The Platform

The BarangayAI OS Takes Shape

With the program model designed, development of the BarangayAI Operating System began — an integrated platform that delivers all six pillars through a single, community-accessible interface that works on any device, even with limited connectivity.

Today

Active Pilot Program, Seeking Partners

BarangayAI is now an active organization seeking government partnerships, donors, and pilot barangay clients. We are ready to deploy — and we are looking for the LGUs, agencies, and supporters who are ready to lead this transformation with us.

Bridging Two Worlds to Build One Future

Ian Flores is a technology entrepreneur and AI practitioner with deep roots in both the Philippines and Canada. His professional background spans technology, artificial intelligence, and entrepreneurship — with a particular focus on how AI can create real, measurable impact for communities that have historically been left out of the technology revolution.

Ian's connection to the barangay is personal. Growing up with family across the Philippine provinces, he watched how technology transformed life in cities while rural and semi-rural communities struggled with the same challenges decade after decade. When AI began its rapid ascent, he recognized both the threat — that the gap would widen — and the opportunity: for the first time in history, a technology existed that could be deployed affordably and accessibly enough to reach every barangay.

Drawing on his experience in technology and AI, Ian designed BarangayAI around the insight that the barriers to AI adoption in barangays are not primarily technological — they are educational, cultural, and structural. The solution is not just a better app. It is a comprehensive ecosystem of education, tools, partnership, and sustained support.

Based across the Philippines and Canada, Ian brings together international best practices in technology and social enterprise with deep Philippine cultural understanding — building an organization that is credible to global funders and authentic to Filipino communities.
